Debates of , 17th Assembly, 5th Session (day 72)

Thanks to the Minister. Obviously, we know the policy and it’s not working. I’m asking the Minister to do some outreach and make sure that the grandparents know what options are available to them. Just saying that this is available to them does not do the job. Some grandparents who are fostering grandchildren informally have incomes that disqualify them from receiving support either financially or for housing issues that arise as a result of the unplanned expansion of their families, consideration needs to be given to revising voluntary agreements so struggling grandparents more easily qualify...

Thank you, Mr. Chair. Thanks for all the response. I am happy with that. I didn’t express it well, but I was interrelating whether climate change impacts were having an effect on carry-overs. I think we are starting to get at it: the water levels on the river, the smoke has had an effect on some construction in Yellowknife, delays with the highway shipment and so on. Those sorts of things that, as the Minister said, are not known to be climate change but certainly very consistent with it and possibly related. I think I started to hear a response there. Sorry for the confusion. If there are any...

Thank you, Mr. Speaker. Following up on my Member’s statement, keeping children with their families is the best way to support and build stronger families, the ultimate goal of child and family services. We need to work with families right when they are struggling, and apprehension needs to be a last resort. Increasing financial support to grandparents to enable care for their grandchild is an appropriate policy goal.

How will the Minister direct the department to reach out to grandparents caring for children not their own, to make it easier for them to accept help? Mahsi.

Nothing further.

Debates of , 17th Assembly, 5th Session (day 71)

Thank you, Mr. Chair. Thank you for that response. It’s good to learn a little bit about that. I guess I would just ask, are they physically in the museum and is that taking up space and is there a budget allocation to the museum to help support that, or is it more a virtual administration by the museum staff?

Debates of , 17th Assembly, 5th Session (day 71)

I can confirm that I’ve heard the same thing from Dechinta. They really appreciate the Minister’s support. I think it’s been critical for their work to date. They’re very anxious to move onwards and work with the Minister for that extra support.

In fact, I’d say Dechinta has proven itself to be cost effective. The students love it and First Nations support it. It can support local economies, and of course, Dechinta supports the communities it works out of. Everyone associated with the Dechinta model wins.

But GNWT recognition of them as an accredited educational institution and financial...

Thank you, Mr. Speaker. I appreciate that commitment. In fact, it’s because jurisdictions are not doing the testing that the industry now does it because they’re liable, of course.

Let me see if I can get this right. There is a portable, high quality X-ray florescence, XRF, high count rate DELTA Premium heavy metal analyzer available that can answer the Minister’s needs. It provides a response on what the contaminant load is within a few minutes at 95 percent accuracy. It’s available from Vancouver for $40,000 U.S., and it takes four to six weeks to be on site. Now, we would need this in the...

Debates of , 17th Assembly, 5th Session (day 71)

Thank you, Madam Chair. I’d like to ask the Minister, first of all, I know he’s been a great supporter of the Dechinta teaching and learning institution. Does that show up on this page under grants and contributions? Thank you.

Debates of , 17th Assembly, 5th Session (day 71)

Thanks to the Minister. It sounds like he heard my Member’s statement. I appreciate that. We have a challenge here and I’m just wondering what the Minister’s early thinking is on handling it, given that these things need to be in place in the communities, available in the communities and so on. Thank goodness it’s an electronic age, I guess. By May 1st, that’s about seven weeks from now. Is this doable, and if it isn’t, how will the Minister handle that situation? Will there be a phase-in period or something? Thank you.

Debates of , 17th Assembly, 5th Session (day 71)

I appreciate the Minister’s response and I appreciate him bringing this up with the board of Aurora College.

Just my last point on this page, how is child support made available for students at the college, be they from elsewhere or from Yellowknife? I often hear that that is an issue and I’m wondering what supports there are for students with children that are going to Aurora College at the Yellowknife campus, and I assume it would be the same policy elsewhere.
