Thank you, Mr. Speaker. That was certainly a concern of ours with the new government, the fact that there was little emphasis on a northern strategy. In a lot of cases we felt we were being treated as a stakeholder rather than as a government in our right. So the three northern territories got together, the three Premiers. We wrote a letter to the Prime Minister inviting him to meet with the three northern Premiers and to indicate that we were the true representatives of Canada's territories and that we wanted to develop a vision for the North. Our government has reached out to the Privy Council Office to ask if the Northwest Territories could play a role in this ministerial working group. Although it is very important for Canada to get its own house in order, we feel we have many best practices that we could share with Canada around reconciliation and working with Indigenous people.
Mr. Speaker, national interest in a new relationship with Indigenous people is at an all-time high across Canada. We welcome that interest, and we invite Canadians to look north for a successful model of how to do that. The Government of the Northwest Territories has decades of experience working in partnership with Aboriginal governments to promote the best interests of Indigenous and non-Indigenous residents. Thank you, Mr. Speaker. The process convention that we have may be amended at any time at the agreement of caucus, the executive council, and the Standing Committee on Priorities and Planning. We would be happy to consider recommendations for amendments at the appropriate time, and as the Member knows the "Moccasin Telegraph," I guess, as some people refer to it, is a lot faster than any convention, so we will try to take that into consideration. The process convention provides that MLAs representing communities or regions affected by an emergency will receive summary operational reports on emergencies that the Government of the Northwest Territories is responding to. It further provides that reports will be provided by the responsible Minister for situations involving one department, and by the Minister of Municipal and Community Affairs for situations involving multiple departments.

Under the process convention, the government has committed to providing it to MLAs as it becomes available. As soon as we get the indication that is public information or that we are free to share it with the MLAs, whether they have any restrictions on the information but generally we share right away.

This was approved by caucus, and it sets out the obligations and requirement around information sharing on all Members of this House.
