Thank you, Madam Chair. I have no problem bringing forward the policy on Respect, Recognition, and Responsibility to Cabinet to share with them. I will give direction to Cabinet to read that, to the deputy ministers, as well, to read that. However, I want to qualify that that will actually be reviewed as we begin the UNDRIP work, as well. That is not something that is off the table, and it is not something that is written in stone at this time. It will be part of the process as we look at UNDRIP. Thank you, Madam Chair.

There are a few different reasons, but the biggest reason that I understand is that some people, to this day still, believe that the GNWT has no place in any negotiations, and so therefore they refuse to sign on because they did not want the Government of the Northwest Territories to have any say in land and water issues. We do save the royalties received for a period of one year, because we are still, and any Indigenous government that would like to sign on to devolution is welcome to do that, we're one party of it. We don't see ourselves as the controller. I see myself as one party. Then, after a year, we bring it back to the Intergovernmental Council and we let all Indigenous governments around the table decide what is going to be done with that funding. Thank you, Madam Chair. Before devolution went on, we had approached all of the Indigenous governments; before my time, so this is my understanding. We approached all of the Indigenous governments, gave them an offer to sign on. Those who signed on to devolution and agreed to be part of it share in the royalties that are obtained from devolution. Those who chose not to sign on do not get the devolution shares, but they might also get portions within their own self-government agreements or land claims, or just their own assets; but the devolution is specifically for those who signed on to...
Thank you, Madam Chair. This might be a little bit more difficult. I kind of feel sorry for the neighbours, 25 chickens next door. We are going to be amending our own regulatory framework so that we can remove barriers to developing food production businesses. Lands will be reviewing its policy and regulations in that regard. However, this might also be a municipal issue, Madam Chair. Therefore, we would need to work with the municipal government. Thank you, Madam Chair.

One of our mandates, if you see, is "Strengthening community counselling services," and the bullet is to "Increase support and counselling training opportunities for staff." That will go across. I do want to, again, promote the child and youth counsellors and the Pathways program, who are going into our schools. You are right; our youth are most in jeopardy. If we can catch them when they are younger, deal with their mental wellness, if we can give them alternatives, show them that there is hope out there, perhaps we will have less people.
