Thank you, Mr. Speaker. Thank you to the Minister for her reply. I appreciate that. Many of the benefits of a post-secondary institution exist beyond the academic content of courses but, instead, come through networking and social connections among students and faculty from different backgrounds. That is some of the importance of coming together at a place, at a centre. Would the Minister agree that these are important qualities supported by a physical campus? If there is to be a physical polytechnic campus, does it make sense that such a campus would be located in the capital, in Yellowknife...

Thank you to the Minister for her response. I appreciate that the Minister is feeling more positive about this and that we are beginning soon. I appreciate that. In news reports about the government's post-secondary strategic framework, the Minister referred to the idea of having a bricks-and-mortar campus as being, let's call it, old. Some people are concerned that that means she is backing away from the idea of a polytechnic institution. Can the Minister clarify or shed some light on what she intended?

I move that this committee recommends that, should any portion of a bill require federal concurrence, a statement to this effect be included in the legislative proposal; and further, that the relevant clauses be identified at the time of introduction to the appropriate standing committee. Thank you, Mr. Chair. I move that this committee recommends that the Government of the Northwest Territories develop a standard process and criteria for determining when a technical working group is to be employed, and the membership thereof. Thank you, Mr. Chair.

I move that this committee recommends that, when legislation is being developed using a technical working group, the appropriate standing committee work with the appropriate Minister to establish an agreed-upon way of keeping the committee informed of progress, key issues, and a way to have input into significant policy discussions. Thank you, Mr. Chair.

I move that this committee recommends that the Executive Council develop a protocol or protocols for engaging Indigenous governments, co-management organizations, and the intergovernmental council in the development of legislation governing land and resources and any related regulations. Thank you, Mr. Chair.

Thank you, Mr. Chair. We have seen the committee try to make different attempts at getting something like this into legislation in recent weeks. We can't ignore that this is something that we have heard from the public at large, so this isn't about the committee's opportunity to go out and do public hearings. This is about prior to that. It is about the Government of the Northwest Territories engaging the public and allowing a process where they can be notified and that the public can make the necessary comments that they feel that they should.
