Public awareness is by far lacking in the NWT as it pertains to carbon monoxide detector use. I would be safe to bet that a large percentage of residents do not have one, yet at a mere $40, this unit is a cheap investment for one’s safety. Can the Minister indicate how much money is spent annually on public awareness campaigns to educate the public on carbon monoxide detector use, and will he commit to increase this amount?

Thank you, Mr. Speaker. We have heard from some of our colleagues who have a concern over the two federal bills, as mentioned, and what impacts it may have on our land, water and wildlife.

Federal Bill C-38 received Royal Assent on June 29, 2012. I can tell you, Mr. Speaker, all the Members here received some form of information from a number of groups. Thank you, Mr. Speaker. My questions are for the Minister of Public Works and Services. Would the Minister of Public Works and Services commit to a complete formal review and audit of the recently constructed East Three Inuvik School, and would the Minister commit to addressing the following:

tabling of the original negotiated contract for the “substantial” completion date, the revised negotiated contract for the “substantial” completion date and all articles of agreement;

a complete status report of the project, chronology, appropriations, remediations and whole costs analysis;

On the land addictions and mental health treatment, this is the only direction we have heard from the Minister of Health and Social Services when asked several times about the future direction of addictions treatment in the North. I’m sorry, but this is not enough. For this, I am going to be bringing today my version of a five-step program and hoping that the Minister and the department are paying attention.

For starters, we all have had enough. Enough talk, enough debates, enough studies and enough strategies. Enough already. You are just wasting valuable resources...

Thank you, Mr. Speaker. I rise today in support of the motion. I want to congratulate and thank Member Yakeleya for bringing it forward, Member Hawkins for seconding it, and for all our colleagues here today who have brought forward into this House very strong and compelling arguments for the need of not just addictions awareness, but now we’re putting some money behind that need.

We’ve heard today, and we’ve also heard over the last couple of weeks during this sitting, many different ways where money has been used frivolously or monies where we could have been reapplying it to proper programs...

I have spent the better part of three to four months, with the help of research, trying to do a post-mortem analysis of the second largest capital project on the books of the GNWT. That is the Inuvik E3 School. This proved to be a daunting task and one that spawned much resistance, resentment and personal attack on my character.

Thank you, Mr. Speaker. My grandfather was a very wise man who came from Europe many years ago. He passed away. With his wisdom, even with very little education, he always had these very famous sayings and those resonated even today. One of his famous sayings was, talk is cheap; whiskey costs money. I think it is only befitting that I bring that forward today. Not that whiskey costs money but addictions cost money. Talk is cheap; addictions cost money.

With that, I want to find out from the Minister of Health and Social Services, he mentioned earlier the spending of $300,000 towards addictions...
