Statements in Debates

Debates of , 19th Assembly, 2nd Session (day 79)

Thank you, Madam Chair. I'll try not to get too accountant specific on my response here, but. Since this is the third round of the aviation funding, we've had some pretty good dialog with all the airlines. Actually it's been pretty transparent on both ends but we do ask for all their financial information from their revenue and expenditure projections, so their income statements, their cash flow statements and their balance sheets. So we have a good understanding of their entire organization and how they operate. From there, we specifically earmark some time to meet with each airline and go...

Debates of , 19th Assembly, 2nd Session (day 79)

Thank you, Madam Chair. No, we haven't had any compliance issues to date. As I said, we do have a very open dialog with them. So if an airline thinks there's something that is close to the definition, they usually contact us and we have that conversation to whether it's allowable under the agreement or not. And, again, through that dialog, we have no or no compliance issues to date. Thank you, Madam Chair.

Debates of , 19th Assembly, 2nd Session (day 78)

Thank you, Madam Chair. And, yeah, I think the Member's correct. There's one big project in here for almost $14 million. That, unfortunately, was a direct impact of COVID and the inability to access the community for the project. I would say outside of that one, the rest of them are fairly  fairly common average for carryovers for this department and there multiple large projects that they do undertake every year. Thank you, Madam Chair.

Debates of , 19th Assembly, 2nd Session (day 78)

Thank you, Madam Chair. So we've been working with departments on kind of the timing of their projects. These are mostly our carryovers are due to multiyear projects so we've been working with departments on the timing of those projects and their budget allocations and we work with them through the 2122 capital estimates and we're working with them now on the 2223 on those cash flows, so that is some work we've been doing with them recently.

We are developing a process right now to develop more standard substantiation sheets. I know members of the Financial Management Board and Members of the...

Debates of , 19th Assembly, 2nd Session (day 78)

Thank you, Madam Chair. Yeah, the Minister spoke to it quite well. There was an increase to the project budget through the 20212022 capital estimates, and the project was increased to about $8.2 million to fulfill the budget or the projected costs of the project at that time. But there have been no increases to that budget as a result of COVID and commodity prices. Thank you, Madam Chair.

Debates of , 19th Assembly, 2nd Session (day 78)

Thank you, Madam Chair. The notes I have are that it will be complete this fiscal year before March 31st, 2022. Thank you, Madam Chair.

Supplementary Estimates (Infrastructure Expenditures), No. 1, 20212022. Department of Finance, capital investment expenditures, information systems shared services, not previously authorized, $6,996,000. Does committee agree?

Debates of , 19th Assembly, 2nd Session (day 30)

Thank you, Madam Chair. The latest statistics as of June 3rd, we've had 41 employers apply and 293 employees have qualified. We've granted about $90,000 and kind of the average monthly support for each employee is about $215 under that program. Thank you, Madam Chair.

Debates of , 19th Assembly, 2nd Session (day 30)

Thank you, Madam Chair. The Member is correct. This is part of the $18 million that was funded by the federal government as part of the Taltson expansion. This was the first year of the funding, so this is a carry-over of work that wasn't completed. You're correct; it was for things like engagement and that type of thing in the first year of the project. Thank you, Madam Chair.

Debates of , 19th Assembly, 2nd Session (day 30)

Thank you, Madam Chair. The uptake for employees so far is 293 employees have been covered by 41 applications by their employers. Thank you, Madam Chair.

Debates of , 19th Assembly, 2nd Session (day 30)

Thank you, Madam Chair. Yes, I do have a little bit of a list here that I can share with committee. ITI for their climate change framework, the activities that would be focused on in 2020-2021, ITI would focus on permafrost monitoring and modelling. That supports a number of departments to meet their mandate commitments. For ENR, climate monitoring to assist in understanding adaption needs. MACA would be working on community infrastructure, adaption, and planning; health on health-related adaption; ECE on archeological inventory and retention of vulnerable locations. Thank you.
