Mr. Speaker, both prior to going to a single authority and after going to a single authority, we have implemented and put in place quality assurance mechanisms within the Health and Social Services system. This is an office of individuals that can be engaged by residents of the Northwest Territories who have concerns of the healthcare or the social services provided. What has become clear, both with my meeting with the family on Friday and my meeting with leadership in the community, is that, although these positions exist, people don't know that they exist. Mr. Speaker, I wish to table the following two documents entitled "2016 Annual Report - Public Utilities Board of the Northwest Territories," as well as "Workers' Safety and Compensation Commission 2015-2017 Strategic Plan." Thank you, Mr. Speaker.

I've had an opportunity to travel around the Northwest Territories and meet leaders from across the territories, and when I meet them I do talk to them about how we can work better together to recruit and retain local people in jobs. I'm a big fan of local people for local work.

Having said that, a number of the healthcare professions, we certainly have a challenge finding individuals with the appropriate skills, which means we have to explore things in new creative ways. There is a significant amount of work being done on this, and there is a framework that is being developed that sort of outlines the parameters of what the youth mental health and addictions action plan will look like. I don't want to presuppose the outcomes, but the types of things the Member is talking about are the types of things we are attempting to incorporate within the plan, to bring services close to the people throughout the Northwest Territories and make sure that they have access. I can't say exactly what the model is going to look like at this point because we haven't finalized...

Thank you, Mr. Speaker. Mr. Speaker, I appreciated the Member's statement today. I thought it was quite good and I think it hit a number of the points. I think one of the key points there is that, ultimately, our staff do have the ability to leave positions as they might to pursue other jobs.

As far as transition, the more time we have the more transition we can provide to ensure that services aren't impacted. The particular case the Member is referring to, I don't have the details so I don't know exactly what happened in the community with respect to that position.

Mr. Speaker, the Government of the Northwest Territories has made a commitment in its mandate to continue implementing the Early Childhood Development Action Plan to improve early childhood development, and by enhancing access to early intervention services for children zero to five years of age, and supporting community wellness initiatives with early childhood development funding and subject matter expertise.

Thank you, Mr. Speaker. Mr. Speaker, we've been hearing about silos for a number of years, and it's certainly a pet peeve of mine; I've raised it as a Regular Member on multiple occasions.

One of the things that's being done to help us break down some of the silos is we actually have some interdepartmental deputy minister committees that are actually tasked with making sure that they're working together on shared files, that they're not duplicating efforts, that they're working for a common goal. There are a number of Ministers who have responsibility for the individual action items that are included within our anti-poverty documents, the GNWT's Anti-Poverty Action Plan. My role is to continue to work with stakeholders to get this information out, and to remind Ministers of their obligations under this strategic framework, which includes five areas in supporting children and families; promoting healthy living; ensuring safe and affordable housing; making our communities sustainable; and providing an integrated continuum of services. Mr. Speaker, we work together to make that a reality.

Thank you, Mr. Speaker. In times of crisis, it can be difficult sometimes to determine who the most appropriate person to communicate with, whether it is the family, or maybe the family may not be the appropriate person depending on the incident that has occurred.

As a general rule, we do try to communicate with leadership in the community to help us coordinate our activities in the community, but I say that with a caution that you have to be flexible. You have to recognize that there are times when family might be the most appropriate individuals to be in touch with for a multitude of reasons...

There have been a number of tragedies in the Member's riding, and the Department of Health and Social Services has responded to each one of them, but in each case the response was different based on what the community told us they were looking for as far as supports. We recognize that smaller communities do not necessarily have access to all the supports that exist in some of the larger communities, and where appropriate and where desired by the communities, we have sent professionals from other communities in when those crises occur.

So we tailor based on need, we tailor based on expectations...
