Thank you, Mr. Chairman. Mr. Chairman, I realize that these are debts being written off from previous years. Nevertheless, just to follow up on my colleague from Nahendeh, when the department knows that the cultural organization hasn’t accounted for the previous year, I understand that in the new fiscal year they can ask for another grant and it could be done in a certain manner. If they could get some sort of funding in advance for the first quarter, to get their second quarter they should be able to provide accounting for the previous year so that it’s not a backlog. Mr. Speaker, in our vision for the 15th Legislative Assembly, we talk about people making productive lifestyle choices for themselves and their families and elders being supported by their community. The Government of the Northwest Territories has also included these goals in the strategic plan. Productive lifestyle choices and employment opportunities are nice words, Mr. Speaker, but these things are not going to happen if the system continues to discourage people from working.

Thank you, Mr. Speaker. Mr. Speaker, I am here on the prerogative of the House. This unfortunate incident has caused me a lot of difficulty, as you know by what happened all last week. I did make a commitment when I was first elected that I would do the best of my abilities to uphold office of Cabinet, and also to do the best I could in terms of the portfolio that was assigned to me. Thank you, Mr. Speaker. Mr. Speaker, the issue of dust control at the community level, the Member for Sahtu raised with me earlier this week. I have taken it to my department to see how we can assist the particular community that he made reference to, particularly Tulita. The department, through our formula financing, is providing funding to undertake this type of dust control at the community level. Thank you, Mr. Speaker. Mr. Speaker, I rise today to address an incident concerning my personal conduct that occurred at the Royal Canadian Legion Yellowknife branch on the evening of May 15, 2004. On the evening in question, I was involved in a verbal altercation with a number of members of the Legion.
