Good afternoon, colleagues. Welcome back as we reconvene the Fourth Session of the 17th Assembly.

It has been an exciting and very busy summer and fall for all of you as we prepare for the implementation of our Devolution Agreement currently in place with the Government of Canada.

In addition, our committees have been considering legislation and travelling throughout our territory to hear from NWT residents and bring their thoughts and concerns back to the House.

Good afternoon, colleagues. Before we get started today, I will provide my ruling on the point of order raised by Mr. Abernethy yesterday, June 5, 2013, regarding comments made by Mr. Dolynny which were perceived to impute false or hidden motives and were viewed as allegations against Mr. Abernethy. As Members are aware, a point of order must be raised at the earliest opportunity and I find that Mr. Abernethy did, in fact, raise the point of order at the earliest opportunity.

Good afternoon, colleagues. Welcome back as we reconvene the Fourth Session of the 17th Legislative Assembly.

Two thousand thirteen and 2014 will be an exceptionally busy year for all government and the Legislative Assembly. With great assurance, I can say that all Members are engaged in a significant amount of work while the House recessed. A majority of the work was geared towards committees and constituent duties. In the midst of all the activities, I hope Members found an opportunity to spend time with their families and loved ones.

Good afternoon, colleagues. I will now provide my ruling on the point of order raised by Mr. Lafferty in the House yesterday.

This is a sensitive issue involving real people with real life problems and responsibilities. Mr. Bromley did seek my advice before reading his constituent’s poem, but only in regard to the use of offensive language.

Upon review of the entire text, I feel that the poem made clear reference to an individual who is not a Member of the House and, thus, not able to defend herself publicly.

Thank you, Madam Chair. I am pleased to present the 2013-2014 estimates for the Legislative Assembly. The Board of Management is seeking an operations expenditures appropriation of $18.239 million, a slight decrease from the 2012-2013 estimates.
