Debates of , 19th Assembly, 2nd Session (day 66)

Merci, Monsieur le President. I am very pleased to congratulate my constituent Anna Seagrave for her selection as the Youth Category winner of the 2020 Outstanding Volunteer Awards. Ms. Seagrave has practiced the art of Inuit throat singing from her early years, and last year, volunteered her time teaching Weledeh Catholic School students her traditional art. Her instruction provides fulfillment for young women seeking cultural expression and creativity. Congratulations to Anna.

Debates of , 19th Assembly, 2nd Session (day 66)

Thanks, Madam Chair. I appreciate those comments. Just very quickly, I am really concerned with these numbers. They are, as I understand, based on sales of diamonds. It's not a great time to be trying to sell diamonds. I understand that there is a global pandemic, but this is not what devolution promised us. The estimates of the day were $60 million in revenues. Moving forward, all of this was going to benefit everybody. When I see these kinds of figures, this is a real warning sign that we need to look at what revenues we actually get from resource development and how we manage the resources...

Debates of , 19th Assembly, 2nd Session (day 66)

Thanks, Madam Chair. I am imminently eager. Is there any funding in this part of the budget for a new strategy or action plan? Thanks, Madam Chair.

Debates of , 19th Assembly, 2nd Session (day 66)

Thanks, Madam Chair. That is good news because they can only tie up the land now for 15 years, but as I understand it, they don't have to do one cent of work, nothing, which is not good news. I'm going to leave this one for now, and I do hope that people are paying attention to this because that system is still broken. I have one other question here. The next item, minerals, oil, and gas, the main estimate here for the current year was $30.7 million, and the figure here is just a dash. Is that really that we're predicting we're going to get zero dollars from mining and oil and gas royalties...

Debates of , 19th Assembly, 2nd Session (day 66)

Thanks, Madam Chair. Can someone tell me about the status of the arts strategy itself? I understood it was supposed to be released by now, and I'm not sure where it's at. Thanks, Madam Chair.

Debates of , 19th Assembly, 2nd Session (day 66)

Thanks, Madam Chair. The company, though, has applied for a significant discovery licence. This means, though, that they don't have to carry out the other commitment of, I guess it would have been another $50 million, total of $94 million worth of exploration work? That's not going to take place now? Is that correct? Thanks, Madam Chair.

Debates of , 19th Assembly, 2nd Session (day 66)

Thanks, Madam Chair. Now I know what the $200,000 is here, but then I heard that there is $300,000 found somewhere else. The Minister, in her opening remarks, said that there is $350,000 to create an action plan for the knowledge economy. It still doesn't quite add up. Thanks, Madam Chair.

Debates of , 19th Assembly, 2nd Session (day 66)

Thanks, Madam Chair. This is good news, but there is no explanation whatsoever of what this amount is. I'm kind of surprised that it's just kind of dropped in here, no footnote, nothing, so any member of the public wouldn't know what this is. Is there not a better way to present this for future main estimates? Thanks, Madam Chair.

Debates of , 19th Assembly, 2nd Session (day 65)

Thanks, Madam Chair. I know how much the Minister of Justice likes my questions on this area. I had understood that OROGO had retained a third party to do an assessment of their resourcing needs, recognizing that there hasn't been any oil and gas activity here now in years, or very little, shall we say. Has that consultant or the contractor been hired, and when is a report expected? Thanks, Madam Chair.

Debates of , 19th Assembly, 2nd Session (day 65)

Thanks, Madam Chair. I just want to add my voice to the call for more resources for victim services. I raised this in the last Assembly, the Minister knows well. I pushed his predecessor to conduct a review. The review was done. I think it was done well. The report of the evaluation, though, is dated April 30, 2020, so the department has now had it for almost 10 months. I really want to urge the Minister to work with his staff to get the departmental response. I know the evaluation report came in during the pandemic, but I really want to encourage that the department develop a full response, a...
