The framework deals with many issues, such as application of the framework, the development of the framework, and also identifying priority areas. As I mentioned earlier, a priority area is clearly that area around Yellowknife. The point of the framework was to encourage compliance, strengthen, enforcement and to give residents of the Northwest Territories certainty, or as much certainty as we could, in this area.

Thank you, Mr. Speaker. Of course, several years ago, we looked into this matter and have our recreational leasing management framework to guide us in this area. With respect to the Yellowknife periphery area, much of the work has been done. It is of course a commitment of this government to advance this process. We did recognize in the framework that there would be certain areas that are of priority, and, clearly, the Yellowknife area is a priority because of the heavy recreational use. I can advise that we are continuing to attempt to engage with our Aboriginal partners in that matter.

Mr. Speaker, I have a return to oral question asked by the Member for Frame Lake on February 12, 2018, regarding resource royalties in the 2018-2019 Main Estimates.

The Diamonds, Royalties and Financial Analysis Division of the Department of Industry, Tourism and Investment is responsible for providing the Department of Finance with the mineral and oil and gas royalties forecasts used in the Government of the Northwest Territories budgets. The Department of Finance is responsible for all tax revenue forecasts, including tobacco tax revenues. Thank you, Mr. Speaker.

Thank you, Mr. Speaker. Mr. Speaker, earlier this sitting I tabled the Annual Report on the Activities of the Rental Officer. The Department of Justice has found an error in the document on pages 8 and 20 of the report. The English portion overstated the value of monetary compensation orders in 2017-2018 as $7.3 million instead of the correct number of $1.7 million. This error was made by the department in the completion of the document and not by the rental officer in their submission of the report. Mr. Speaker, people in Fort Smith and throughout the Northwest Territories were saddened to hear of the passing in St. Albert, Alberta, of Agnes Sutherland, in August of this year at the age of 92.

Sister Agnes Sutherland was born in Fort Chipewyan, Alberta, in 1926 and joined the Grey Nuns in 1943, pronouncing her vows in 1946. She was a teacher in St. Albert, St. Paul, Fort McMurray, and Fort Smith, where she lived for many years. She also worked as a religious education specialist and found time to write several books.

Thank you. Much of our legislation does involve limitations. Put another way, there is a Limitation of Actions Act which does limit the ability to commence legal actions. It's not that a limitation period, if I can put it that way, referring to the section is that unusual in our law. The point of most limitation actions, among other things, is that it pushes a claimant with a legitimate claim to pursue it with reasonable diligence. A defendant or respondent may lose evidence necessary to dispute the claim if too much time has gone by.
