Again, I am not certain as to the manner in which MACA comes to these assessments or appraisals. That information probably could be obtained or possibly could be obtained from the Minister of MACA. I am not certain how the appraisers come to their figures, but I do know that we rely on those figures when rents are assessed.

I know, in the tax-based communities, you can generally go to the town office to look at the assessments of the individual properties. I am not certain how MACA deals with informing the residents or the property owners as to what the assessments are.

I know that the numbers involved are complex, partially because some of the contract was initially in United States dollars, so it was necessary to get some information as to what that approximated in Canadian dollars. Thank you, Mr. Speaker. I'd like to give some background as to this matter. The original contract, or the contract that was entered into between Virdi Power and the Power Corporation, was in 2015. That original signed contract for was $3.4 million, and that's United States dollars. It was later increased to $3.6 million when a tie breaker module was added under a change order. As I say, we are expecting to be over the expected budget on this project, which frankly is not unusual in contractual situation, but ultimately I suppose it would be up to the Public Utilities Board to determine whether these additional costs would be passed on to ratepayers. As I mentioned earlier, there was a set-off, so money for the costs that were incurred by the late delivery of the first three generators was recovered. There are going to be ongoing costs. That is acknowledged. Our expectation, however, is that the overall original or the expected budget of $8 million will be exceeded by about $500,000. We are looking into whether we can recover additional funds from Virdi Power, but as I mentioned earlier, that is a complex issue. Certain emergency matters can be fast-tracked, but apart from that, it is first come, first served. Corporate applicants or respondents are not given priority over anybody else, and tenant applications are not given priority over landlord applications. We do realize that there is a problem, which was identified in the report that has been referenced. Hopefully, the improvements that we are putting forward, in particular the hiring of a part-time officer to assist, will reduce the wait time, because we do realize this is a very serious matter. As was mentioned in the question and the response to earlier inquiries, we have noted that the complexity of applications has increased over the last few years. I understand that much of that is driven by the increased amount of paperwork that is filed with the applications, dealing such issues as rental arrears, arrears repairs, and other matters, so the applications have become lengthier and therefore more complex.
