Debates of , 16th Assembly, 5th Session (day 3)

Will the Minister implement a program which supports low-income earners without coverage so that these people and their families can get assistance with the cost of their drugs, visits to the dentist and costs of eyeglasses?

Debates of , 16th Assembly, 5th Session (day 3)

Thank you, Mr. Speaker. My question is to the Minister of Health and Social Services. I want to ask her questions on the Extended Health Benefits Program. I want to ask the Minister what the total costs are of the existing Extended Health Benefits Program.

Debates of , 16th Assembly, 5th Session (day 3)

In terms of showing some progress in the near future, is there a time frame between the two parties and seeing if we can come to an arrangement that is satisfactory that would put this issue to rest until a long-term solution is found?

Debates of , 16th Assembly, 5th Session (day 3)

I look forward to if there is any type of update the Minister can give later on.

Mr. Speaker, I spoke to the chair of the Elders Council, Mr. Paulette, and he said that they are very much in support of this. Actually, after we had our discussion here in the House, Mr. Paulette called me and said that the jam is in terms of the bureaucracy in the system and how to get this traditional food into the system. So that’s why I’m asking the Minister if she can have some discussions with her officials to clear the way to get the issue of the fish into the hospitals, in terms of probably within a month...

Debates of , 16th Assembly, 5th Session (day 2)

Okay, well, that opens up a whole bunch of questions, but I will stay on this one here. Is the Government of the Northwest Territories working to negotiate some type of agreement with Ottawa in relation to the Mackenzie Gas Project in terms of receiving some money through equity or royalties or some regime?

Debates of , 16th Assembly, 5th Session (day 2)

Thank you, Mr. Speaker. Since 1921 to 2010 it’s about 89 years since we’ve had oilfields in the Northwest Territories. In 1998, the oilfields started to develop and earn some profit and revenue from the Norman Wells oilfield through the pipeline that’s going to Zama. I want to ask the Minister of ITI what has been done to ensure that some of those revenues being generated from the development of the pipeline through the Sahtu region, that these revenues will reach the people in the North and the people in the Sahtu.

Debates of , 16th Assembly, 5th Session (day 2)

In terms of the whole issue of the oilfields and the pipeline, I want to ask the Minister if his Cabinet has ever looked at the issue of dealing with the ownership of the oilfields. I know the federal government has one-third ownership of the oilfields as part of the terms of the GNWT asking if they can have a percentage of that share of the oilfields.

Debates of , 16th Assembly, 5th Session (day 2)

I want to ask this Minister why this government has not pursued an equity position with the Mackenzie Gas Project.

Debates of , 16th Assembly, 5th Session (day 2)

Thank you, Mr. Speaker. Mr. Speaker, the federal government has owned one-third of the Norman Wells oilfield since 1921. Since 1998, the federal government has collected approximately $1.069 billion in profits from Sahtu oil and $174 million in royalties. Imperial Oil profits are twice as much, Mr. Speaker. The federal government also collects taxes on this revenue.

Mr. Speaker, at the same time, the Sahtu region has the second highest percentage of households in core need. People are leaving their homes or people are not getting homes because they can’t find jobs or the cost of living is too...

Debates of , 16th Assembly, 5th Session (day 1)

With the council of grandmothers and the NWT Seniors’ Society, that is apples and oranges. I want to talk more about the oranges as the council of grandmothers and their value. Would the Minister consider, besides identifying the problems, what opportunities or positive things you can see that could come from a council of grandmothers to guide us in the Assembly.
