Mr. Speaker, to date, as of April 2013, we have 17 communities that have updated their plans. We have 14 communities that need updating and sometimes that could be just validating their emergency plans from an exercise. Their plans could be updated and considered validated once they go through an exercise. We still have two communities without emergency plans. Thank you, Mr. Speaker.

I move, seconded by the honourable Member for Monfwi, that Bill 20, An Act to Amend the Tlicho Community Government Act, be read for the second time.
This bill amends the Tlicho Community Government Act to modify the eligibility criteria for nomination as a candidate for councillor of a community government, so as to properly achieve consistency with amendments made by the Tlicho Statutes Amendment Act, SNWT 2013,c.9. The bill comes into force retroactive to the March 14, 2013, day of assent of that previous amending statute. Thank you.

The Highway Emergency Alerting Protocol, or HEAP, was developed by the Department of Municipal and Community Affairs to assist the RCMP and selected community fire departments in responding to vehicular accidents on territorial highways and winter roads.

Mr. Speaker, again, it would be an initiative of the community to come forward to us with what their plans are. We can’t put a plan together and go to the communities and say this is what you’re going to do. We leave a lot of the final decision-making up to the community, and when they do that, then we will do what we can to assist them in any way we can.
There are a number of youth programs that we do offer. Maybe their initiative will fit into one of these programs. We don’t know that until they come to us and say this is our plan, how can you assist us, and we’ll go from there. Thank you, Mr...
