One of the challenges that we face in the Northwest Territories, and we made it known to Ottawa, was a lot of the product that we have coming to the territories has to be shipped into the Northwest Territories. We don't produce a lot of our own product, and they understood that. My understanding is that those products that are coming in, they would have to pay carbon tax on that. That is one of the reasons, when we came up with our made-in-the-NWT approach, we thought it would be easier for our residents if we rebated the heating fuel and at the pumps, as well as the aviation fuel.

Thank you, Mr. Speaker. Mr. Speaker, there was a lot of work done with Ottawa on the carbon pricing and the effect that it was going to have on the Northwest Territories. They have agreed with us that aviation fuel should be exempt, and I believe heating fuel as well will be exempt at the pump. Those are the two. I was just checking on the gasoline to see if there was an exemption there. Those are the two that we have for now. Thank you, Mr. Speaker.

WHEREAS the federal Cannabis Act to legalize and regulate cannabis in Canada received royal assent on June 21, 2018, and cannabis for non-medicinal purposes became available for legal retail sale in Canada on October 17, 2018;

AND WHEREAS the Legislative Assembly of the Northwest Territories has enacted the Cannabis Legalization and Regulation of Implementation Act, which includes as Schedule A in the Cannabis Products Act that provides authority to establish measures to control sale and distribution of cannabis for non-medicinal purposes;

Mr. Speaker, in December of 2015, through a territorial leadership committee, all 19 Members voted to select a Premier in Cabinet. During the mid-term review, I said that the whole of Cabinet is greater on the sum of its parts, Mr. Speaker. As a Cabinet, we challenge each other to perform to a high standard for the people of the Northwest Territories. We are able to put our political and philosophical differences aside to focus on what is best for the people, regardless of what we may believe personally.

Thank you, Mr. Speaker. Mr. Speaker, the Government of the Northwest Territories has a mandate commitment to support the Northwest Territories Cumulative Impact Monitoring Program, or NWT CIMP. This program is a research and monitoring program to help understand environmental trends and the cumulative impacts of both human and natural changes.

Today I am pleased to announce this program is providing $660,000 this year to initiate 11 new research and monitoring projects. These projects address key cumulative impact monitoring priorities for caribou, water, and fish. Funding recipients include...
