Debates of , 17th Assembly, 4th Session (day 15)

Mahsi cho, Mr. Speaker. The Department of Health and Social Services leads a Healthy Choices Framework, since 2003-04 approximately, when those stats came out. It’s a partnership between ourselves, Education, MACA, Department of Justice and Department of Transportation, and it is to coordinate several of the GNWT’s programs and services related to health, safety and active living. Thank you.

Debates of , 17th Assembly, 4th Session (day 15)

As the Members know, and I’ve been saying, we are working on revising medical travel or trying to make medical travel a better program that addresses the issues and needs of the people of the Northwest Territories. I do believe the review is complete. It’s a matter now of putting together what information we have in order to revise medical travel to make medical travel better. I’m only recalling this because I have the information here but no time to pull it out for that specific question. I believe the review is done and that we are now moving to areas that need to be addressed. We know there...

Debates of , 17th Assembly, 4th Session (day 15)

In extreme circumstances, working between the Department of Health and Social Services, the health and social services authorities, RCMP, military, they may elect to use one of those modes to rescue, to assist people who are injured, but these are made strictly on a case-by-case basis by the parties involved. During the time there is an incident and the key people are brought together, the call is made on a case-by-case basis and not within the policy. It’s on a case-by-case basis.

Debates of , 17th Assembly, 4th Session (day 15)

Thank you. I think that is something that we can certainly discuss with the Department of Education, but in this framework, MACA has afterschool physical activity programs. They work with the NWT Recreation and Parks Association for making people active. They have the youth sports events, programs, and they have the High Performance Athlete Grant. So all of those, trying to introduce activity into the schools and working within this Healthy Choices Framework. A lot of the activity responsibilities have been given to the Department of Municipal and Community Affairs.

Debates of , 17th Assembly, 4th Session (day 15)

Thank you. It is a national issue, no question about it. As a territorial government and as a territory we do participate with the other provincial and also the federal Department of Health in the healthy weight work throughout the territory. Right now the next Healthy Weights Conference is in Newfoundland. We had requested that the Healthy Weights Conference be brought to Yellowknife. I had recently discussed that possibility with the Minister and there’s an indication that we would get in line like everyone else and that we might be next after Newfoundland, but Newfoundland was decided a...

I’ll have the deputy provide the detailed response.

Debates of , 17th Assembly, 4th Session (day 14)

Thank you, Mr. Chairman. We’re using pilot projects as exactly what they are, pilots. They will end, those projects. The information gathered from those programs, those specific programs would probably continue, but not as pilots. They would continue as the regular course of business that we do in the chronic disease management.

As a result of those projects, we’re going to be able to expand into other programs we’re seeing that we need to address the chronic disease issues. We know that initially when we forge into this work, we do the same thing too. We look at the stats. That’s what we use...

Debates of , 17th Assembly, 4th Session (day 14)

Thank you, Mr. Chairman. I apologize, but we would like to hear the question on that item again.

Debates of , 17th Assembly, 4th Session (day 14)

Mr. Chairman, I find the questioning rather interesting since the Member indicated it was difficult to separate addictions and mental health and that Nats’ejee K’eh has moved solidly into the area of counselling mental health patients, and that the councillors have a background in mental health.

Knowing that, we looked at the amount of the capacity, I should say, of the individuals, the capacity of the building as they are doing their intakes. The capacity is actually around 46 and dropped to 43 percent, so lower than 50 percent in the last two fiscal years that we’ve looked at.

I met with the...

Thank you, Mr. Chairman. Just to add, that is why our work on the Integrated Service Delivery Model is so essential. Once we decide what services we need to deliver, we would cost out those services, then build in a funding formula. That would be the most accurate way to build the funding formula. As Ms. Bisaro had indicated, in developing the proper budget, well, this Integrated Service Delivery Model will help us to build a proper budget.
