Debates of , 17th Assembly, 5th Session (day 72)

Thanks, Mr. Heide. I am very glad to hear that there is something being considered. It doesn’t have to be under Student Financial Assistance. So, if there is an opportunity for a student who needs upgrading before they can go on to a post-secondary institution and there is financial supports available to them through the Skills for Success or whatever other program, that’s a great thing.

When might people expect that that support, that program would be up and running? Thank you.

Debates of , 17th Assembly, 5th Session (day 72)

Thanks, Mr. Chair, and thanks to the Minister. It gives me some comfort that at least the department is going to look at it. I have to again say that eight years is a long time and things, particularly these days, change very rapidly. I would encourage the Minister to not wait for the 18th but to start planning now, put the money aside now for a comprehensive review of income security programs. Thank you. That’s a comment not a question.

Debates of , 17th Assembly, 5th Session (day 72)

Thanks to Mr. Heide. I agree, there have been some good changes, and an increase in allowances and evaluation of the old one and increasing it to make it a reasonably useful amount in the allowance has been a good thing. The other good change that I’ve noted is that some income assistance clients are being evaluated less often, and that’s a very positive step as well. I appreciate that I’ve got a handle on the changes that have been made, but in terms of the programs in general, and in terms of the contradictory nature of some of the policies and programs that exist in income support relative...

Debates of , 17th Assembly, 5th Session (day 72)

Thank you, Mr. Chair. Quick question here. Members and committee have asked the Minister a number of times if we could have a bigger involvement in Aurora College and in knowing about what they’re doing with their budget. I believe we were advised, I believe the college budget came out in the fall, November or December perhaps. I would like to ask the Minister if a copy of that budget could be provided to Members. Thank you.

Debates of , 17th Assembly, 5th Session (day 71)

Thank you, Mr. Chair. I’m pleased to hear that there’s an uptake on that dual track or whatever course that you talked about. The Minister, in his response, totally used future tense. We want to be portable. We want to be equal. I’d like to know where we stand right now, whether our early childhood education certificate – I think it’s a certificate – whether it equates to any other certificate or diploma or degree elsewhere in the country. If it does not, when are we going to get to the status that the Minister referred to in the future? Thank you.

Debates of , 17th Assembly, 5th Session (day 71)

Thanks, Mr. Chair, and thanks to the deputy minister. I haven’t seen the response. If it’s been written, it hasn’t gotten to my desk yet, so I’ll look forward to that.

I wanted to ask a question, as well, with regard to the training that Aurora College does for early childhood educators. I’ve not managed to figure out exactly the length of the program and I guess the viability of people who are educated under that program if they transfer to another jurisdiction.

My first question would be: What is the length of the Early Childhood Educator Program that we deliver through Aurora College? Thank...

Debates of , 17th Assembly, 5th Session (day 71)

Thank you, Madam Chair. We wish to continue with Tabled Document 188-17(5), NWT Main Estimates 2015-2016, continuing with the Department of Education, Culture and Employment and, time permitting, Public Works and Services. Thank you.

Debates of , 17th Assembly, 5th Session (day 71)

These contributions are for early learning and child care programs, family day homes and family literacy programs. So are these the operations grants that daycare and day home operators get? I’ll start with that. Thanks.

Debates of , 17th Assembly, 5th Session (day 71)

Thanks again to the Minister. Another concern that arises when you talk about someone who is going to be a danger and they are then admitted, whether they want to be or not, into a psychiatric facility, there’s a certain human rights issue there, people being held potentially against their will.

How will the new act address that? How will it look at having people admitted who don’t necessarily want to be but need to be? Thank you.

Debates of , 17th Assembly, 5th Session (day 71)

That then makes me ask what the $500,000 in this budget year, in the ’14-15 budget year is being used for. Is that also for wage top-up? Did that program start in this year or is that for something different?
