Member Great Slave

Kate Reid was elected to the 20th Northwest Territories Legislative Assembly to represent the constituency of Great Slave.

Ms. Reid was born in the city of Oshawa, Ontario in 1981. She has lived in Yellowknife since 1989. Ms. Reid’s journey is a testament to her diverse interests and unwavering dedication to making a positive impact in her community.

Ms. Reid’s career began in journalism, after graduating with a bachelor of journalism from Toronto Metropolitan University in 2003. Her interest in research led her to work at the Yellowknife Public Library, which in turn took her to the University of Toronto for a master’s degree in information studies, graduating in 2009. Returning to the north, she was grateful for the opportunity to join the staff at the NWT Archives, where she cultivated a deep appreciation for preserving and sharing the stories that define the territory and its government. Transitioning to the Government of Northwest Territories, Department of Environment and Climate Change, Ms. Reid brought her expertise to the forefront of environmental issues, contributing to sustainable development through legislative and policy work for five years prior to being elected.

Away from the demands of her professional life, Ms. Reid is married and finds solace and inspiration in an array of hobbies. Her love for music, art, burlesque, drag, film, and travel speaks to her eclectic tastes and a thirst for cultural exploration.

Ms. Reid’s dedication to community service is exemplary, marked by her role as the President of YWCA NWT from 2021 to 2023. Her leadership extends to the cultural realm as a past director for Folk on the Rocks, an annual music festival that enriches Yellowknife's cultural landscape. Additionally, Ms. Reid has actively contributed to community events such as NWT and Yellowknife Pride, Burn on the Bay and served as the UNW Local 40 President in 2019 and from 2021 to 2023, demonstrating her commitment to advocacy and the well-being of her fellow citizens.

I think my questions with the Minister of MACA previously in this session is really just pointing to trying to align, wherever we can, services that are in a onestopshop sort of style for the public to understand when there are issues, and that includes obviously egress from various places in evacuations. Mr. Speaker, I know the previous Assembly also worked with Housing NWT to review their policies in an allencompassing way. Can the Minister explain if Housing NWT is considering the contemporary issue of homelessness through the lens of the ongoing effects of colonialism given that Indigenous people are disproportionately represented in those experiencing a lack of housing? Thank you.

Yeah, thank you, Mr. Chair. And thank you to the Minister for that. I notice that, just skimming quickly through the business plan, the really  and I know the Minister has spoken to the fact that, you know, you don't have to be in the business plan to be doing important work, and I think the Minister of Finance has already reiterated that to me as well. But heritage resources being included in emergency planning is one of the pieces under ECE. Can the Minister elaborate on that.

Moving on to the NTNP, I notice that you have some actions and measures under the business plan on page 17, namely, approving accessibility to the program streams, continuing to promote immigration to the NWT through the program, and on the following page on page 19, pardon me increasing the number of health and social services positions supported by the NTNP. Yeah, so thank you for that. I wonder if the Minister of ECE could have a conversation with the Minister of ITI around employment opportunities in our smaller communities and what we're going to be really pushing on in these three and a half years we have left to make sure there are good options for people across our territory. And similarly to the income assistance line and the program detail, it has been historically lower, not that long ago, by gosh, I'm going to say math on the fly is not my forte, Mr. Speaker. But the difference between the main estimates of this fiscal is 43 almost $44 million, and in 20222023, the actuals were close to $36 million. So I guess obviously that's just a tiny snapshot, but if the Minister could speak to where she sees income assistance trending over time as well, that would be helpful. Thank you, Mr. Chair.
