Kieron Testart was elected to the 20th Northwest Territories Legislative Assembly to represent the constituency of Range Lake.

Mr. Testart was born on March 22, 1985, in Victoria, British Columbia, Canada. He was raised in the Northwest Territories, first residing in Tuktoyaktuk and later in Yellowknife, where Mr. Testart now lives with his family, his diverse background and wealth of experiences have shaped his commitment to community development and effective governance.

Mr. Testart was elected as Member of the Legislative Assembly for Kam Lake in the 18th Legislative Assembly, where he demonstrated a keen understanding of the issues facing his constituents. Beyond his legislative roles, Kieron has contributed significantly to the economic development of the region. Serving as the Director of Economic Development for the Yellowknives Dene First Nation from 2021 to 2023. Mr. Testart’s commitment to education and language advocacy is evident in his role as Program Coordinator for Canadian Parents for French from 2020 to 2021. His efforts have extended to policy analysis within the Government of the Northwest Territories and serving as Deputy Sheriff from 2009 to 2014.

Academically, Kieron holds a Bachelor of Arts Degree in Political Science from the University of Lethbridge (2004-2009) and a Certificate in Parliamentary Governance from McGill University (2017).

Married to Colleen, he is the proud father of Corbin, Eve, and Leander. In addition to his professional pursuits, Kieron finds joy in various hobbies and interests, including a deep passion for Formula 1 and motorsport, a love for film and theatre, grassroots activism, and an avid curiosity about international affairs.

Kieron's commitment to community extends beyond the political realm. As a dedicated volunteer, he has been actively involved in various capacities, including serving on the NWT Federal Liberal Association Board of Directors since 2011, contributing to the Liberal Party of Canada. His volunteer experience also includes a position on the NWT Branch Board of Directors for Canadian Parents for French from 2014 to 2020 and mentoring youth with Big Brothers Big Sisters of Canada in 2014-2015.

(o.1) if the person being nominated wishes to be identified on the ballot as a member of a registered political party

(i) contain the consent of the party's authorized representative, as indicated by the authorized representative's signature, and

(ii) contain the person's written declaration that he or she is a member of a registered political party and wishes to be identified as a member of that party on the ballot.

Thank you, Mr. Chair. Mr. Chair, this motion simply lays out the definitions that clarify later amendments that will be proposed. Quite plainly, it speaks to what a political party is, what a registered political party is, and what an authorized representative is in terms of the regulations that will be proposed under the act.

Again, this provides absolute certainty to Northerners and, in particular, those who are subject to either the GNWT's code of conduct or other statutes that make explicit reference to Territorial political parties without defining them. This clarifies that issue and...

Thank you, Mr. Chair. It is nice to be heard. We spend a lot of time speaking in this House, so it is nice that the Minister is taking this matter seriously. I look forward to seeing the feasibility study. I appreciate that this appropriation is largely to improve the quality of service available at the Yellowknife courthouse to those seeking mediation and, also, to improve security conditions for the staff there, and for those reasons, I am supportive of this.

My only concern is that if we are spending money in a feasibility study, let's make sure that it is actually going somewhere and not...

The Auditor General, as my honourable friend from Yellowknife Centre has mentioned, found that these new administrative structures that the Minister has spoken about have not improved service delivery. In fact, these complex changes have turned it into an overburdened system, continues to leave children vulnerable. It sounds like the Minister was personally involved with approving these changes. What has his follow-up been on seeing if they are actually working given what is said in the Auditor General’s report and in the department’s own internal audit report?

Thank you, Mr. Speaker. Mr. Speaker, I, like many Members of this House were shocked by the findings of the Auditor General's full audit of Health and Social Services' child and family services work. Not merely as a legislator as I'm concerned by this clear lack of oversight on the part of the Minister, I'm appalled as a parent.

Thank you, Mr. Chair. I will take that as a commitment from the Minister. How many more resources are we going to expend up on this building that we currently rent from a private landlord? This is $341,000. There has been significantly more than that expended in the past. Are we going to continue to put millions of dollars into someone else's property, or are we going to complete these renos that are before us now, and then move on with a stand-alone courthouse?
