Shauna Morgan was elected to the 20th Northwest Territories Legislative Assembly to represent the constituency of Yellowknife North.

Ms. Morgan was born and raised in Barrie, Ontario. Having called Yellowknife home for the past 15 years, she has embraced the dynamic, creative and eclectic lifestyle in Old Town near Great Slave Lake.

Ms. Morgan’s commitment to public service is evident in her two consecutive terms on Yellowknife City Council from 2015 to 2022. During this time, she held pivotal roles, including Deputy Mayor, Chair of the Community Energy Planning Committee, and Chair of the Community Advisory Board on Homelessness.

Ms. Morgan holds degrees in International Development (B.A. Hons) and International Affairs (M.A.), specializing in community economic and political development in remote and Indigenous communities globally. She worked with a grassroots cross-cultural peacebuilding movement in the Philippines from 2002 to 2003. Her master's research delved into negotiations between mineral exploration companies and First Nations in Canada, focusing on land access during the earliest stages of mineral exploration.

Over the past 15 years in Yellowknife, Ms. Morgan has prioritized work at the community level. Working with private consulting firms and a non-profit thinktank focused on clean energy, she served as a resource person to Indigenous governments and communities across the NWT. Her contributions ranged from planning renewable energy projects to housing initiatives, building cross-cultural environmental research and monitoring programs, and navigating the complexities of major resource extraction projects.

Ms. Morgan has drawn on her well-rounded skill set to diversify her professional pursuits. While serving as a City Councillor, she managed her own piano teaching studio, worked as an on-the-Land educator with Bushkids NWT, and contributed for many years as a full-time member of the Snow Castle construction crew and snow carving team. Additionally, she engaged in facilitation and consulting contracts.

Active in the arts community, Ms. Morgan provides piano accompaniment for Yellowknife’s Aurora Chorealis (adult community choir) and Fireweed Children’s Choir. She served as a Board member for the Yellowknife Women’s Society and a weekly volunteer with Food Rescue and has dedicated time to the Yellowknife Ski Club and Victim Services.

Ms. Morgan’s love for the land is palpable in her adventurous spirit. She enjoys a myriad of outdoor activities in the North across all seasons, from whitewater and flatwater canoe trips to hiking in Auyuittuq National Park and along the Canol Trail. Her passion extends to cycle touring, cross-country skiing, mountain biking, and hunting for moose and ducks with her partner.

Thank you very much. And given that expenses have increased so dramatically over the past seven, eight years from the $19.5 million to, you know, more than double that today, so just a note that I think it's worth this government revisiting some analysis around the cost and benefits of providing more interritory supportive living services for adults, both given costs but also the benefits of keeping families together, keeping people living in NWT. So just wanted to flag that as a note related to that item.

But moving on to facilitybased addictions treatment, I have a question about how does HSS...

And I appreciate that I'm putting the Minister on the spot here, but would the Minister be able to comment on like, is this the most that we've been spending on debt historically? You know, like, just to put this in historical perspective, is this significant that the amount that we've paid on debtrelated expenditures over the past year?

Thank you, Mr. Chair. And I realize my time is almost up. So just wanted to emphasize how important it is to me anyway that going forward we do our best to be realistic about what we think things are actually going to cost. I know there's some things we can't anticipate, but especially looking at past patterns, if things are consistently coming in over budget I would much rather see us have a realistic main budget than be sort of pressured or have this see these things come forward later in sup estimates because it definitely skews our idea of what things actually cost. And so unless we have plans to put an RFP and do something different to actually get a nonprofit provider to take over this facility, will the additional $2 million be put into the main budget for 20242025 instead of year by year assuming that maybe this year an NGO will take it over?

Thank you, Mr. Speaker. So I understood from that response that the main purpose is to coordinate existing training. Does the Minister believe that there are enough training opportunities for Northerners to be able to take jobs in the remediation economy to increase the percentage of Northerners that are actually in the workforce? Thank you, Mr. Chair. So that is disheartening to hear that there are increased rates of children in foster care. I just want to confirm and this is sort of a running theme of my mine throughout these deliberations, but confirm that going forward budgets will be adjusted accordingly based on the new foster care rates so that we don't have to keep coming back for supplementary estimates?

So my first question is what are ECE's objectives from having a staff person sit on the Giant Mine socioeconomic working group? In other words, are we achieving what we're hoping to achieve by participating in that working group? Thank you, Mr. Speaker.

Thank you, Mr. Chair. I guess what I'm getting at is did we not budget for any agency nurses in the 20232024 budget? And if so, was there an assumption that we would not need any? Leading to the question, how could we have been so far off in our assumption or prediction that we expected we would need none, and we ended up needing $5.5 million worth. Thank you, Mr. Chair.
