The Legislative Assembly of the Northwest Territories Requests an Expressions of Interest for the Following Position:

Ombud

The Legislative Assembly of the Northwest Territories is seeking expressions of interest from qualified individuals interested in serving as the Northwest Territories Ombud.  The Ombud is an independent officer of the Legislative Assembly appointed under the Ombud Act.  The Ombud is not part of any GNWT department or agency and is not a member of the public service. 

The Ombud conducts independent, impartial and non-partisan investigations of administrative unfairness of GNWT departments, boards and agencies. The mandate also includes public education about the principles of administrative fairness and the Ombud’s role. Investigations may be commenced on the initiative of the Ombud or as the result of a complaint.  The Ombud has broad powers of investigation and may obtain information from any person it deems appropriate and necessary to make recommendations.

The Ombud is appointed by the Commissioner on the recommendation of the Legislative Assembly for a five-year term. Typically, the skills and abilities would be acquired by a relevant University Degree and have at least five years’ experience conducting in-depth and complex investigations.  The successful candidate will be an expert in administrative and procedural fairness, have extensive knowledge and experience conducting interviews, interpreting legislation, regulations, policies and procedures, and drafting reports and recommendations is essential.  The successful candidate must have excellent interpersonal and communications skills, both oral and written, and the ability to view matters objectively, thoroughly, and efficiently.  Demonstrated expertise in administrative law and public sector program delivery and systems is required.

Remuneration will be based on qualifications and experience, with the successful candidate negotiating a service contract with the Speaker of the Legislative Assembly.
