Lucy Kuptana a été élue à la 20e Assemblée législative des Territoires du Nord-Ouest en novembre 2023 pour représenter la circonscription de Nunakput, qui comprend les collectivités de Paulatuk, de Sachs Harbour, de Tuktoyaktuk et d’Ulukhaktok.

Juste avant son élection, Mme Kuptana était directrice générale du Hameau de Tuktoyaktuk. Elle a également occupé le poste de membre du conseil d’administration de l’Administration scolaire de district de Tuktoyaktuk.

Pendant 22 ans, Mme Kuptana a été la directrice des opérations, des communications et de la culture de la Société régionale inuvialuite. À titre de bénévole, elle a été membre du conseil d’administration de la Inuvik Homeless Shelter Society, administratrice du Prix Inspiration Arctique, présidente de la Société inuvialuite des communications, membre du conseil d’administration de la Société inuvialuite de placement, membre du conseil d’administration des sociétés communautaires de Tuktoyaktuk et d’Inuvik, et membre du comité des Jeux de la jeunesse du Nord 2023 « Inuvialuit Piuyausiat » à Tuktoyaktuk.

Mme Kuptana est originaire d’Aklavik et a grandi à son camp familial établi sur les terres ancestrales du delta du Mackenzie. Elle a obtenu un certificat de niveau II et de niveau III en administration communautaire au Collège Aurora au début des années 1990 et y est retournée pour obtenir un diplôme en administration des affaires et en gestion en 2013. Mme Kuptana poursuit actuellement des études dans le cadre du Programme de gouvernance et d’administration publique des Premières Nations à l’Université du Yukon.

Malgré une carrière fructueuse s’étendant sur plusieurs décennies, Mme Kuptana attribue ses réalisations à ses parents et à sa famille élargie, à son mari, à ses deux fils et à ses deux petits-enfants. À ce sujet, elle dit devoir une grande partie de sa carrière à sa famille, aux aînés et à tous ceux qui se sont battus – et qui continuent de se battre – pour les droits des Autochtones et des Inuvialuits.

Le principe qui guide Mme Kuptana est de diriger avec respect et empathie et avec les connaissances et la volonté de travailler sans relâche pour le bien commun de ses électeurs et de tous les résidents des Territoires du Nord-Ouest.

So for a tenant to avoid eviction, they can do the following things: The best thing a tenant can do is to maintain communication with the local housing association and then show that they're serious about complying with their tenancy agreement. Thank you, Mr. Speaker. Housing NWT recognizes that it is a social agency and not just a landlord. So in many of the communities, public housing is one of the only options available to house people with lower incomes. This means that Housing NWT will, except in extraordinary cases, work much harder than a private landlord to maintain a tenancy rather than moving towards an eviction. These efforts include extra steps to communicate with the tenant and change the behaviours that can result in eviction. Thank you, Mr. Speaker. I hope they haven't lost confidence because these are local agencies and these are local people that fill these positions, so it's important to have that conversation locally. And I'm willing to talk to residents. We are planning a tour of the Mackenzie Delta in April and I'm willing to have that conversation directly with any residents. So happy and looking forward to it. It depends on waitlists, housing availability, the size of the household itself, the application itself. So we review these things. My second question to the Member and the staff is it consistent with like collective agreements and what the CPI increase would be with collective agreements; is there consistency with that?

Thank you, Mr. Speaker. If a public housing tenant is evicted, so most LHOs have a minimum time, up to six months, before they will allow an evicted tenant to reapply for public housing. So they have a sixmonth period where they won't allow any applications. And after that six months, the evicted tenant can reapply for a public housing unit. The tenant may be asked to show that they're they won't resume their same behaviours that they were evicted for before allowing them to reapply for housing. So the LHOs will refer the former tenants to other social agencies and programs that may be able...

Thank you, Mr. Speaker. In my heart of hearts, I wish I could write everybody off, but I can't. We're a housing corporation and we use this revenue to provide more housing throughout the Northwest Territories. But we look at individual cases every year. Housing NWT does look at individual cases, and we follow the Financial Administration Act. And if there is cases that the Member would like us to look at, we can look at those. We can review things but, again, we have to follow the law and our regulations. Thank you, Mr. Speaker.
