L’honorable Caitlin Cleveland a été élue pour la première fois en 2019 en tant que députée de la 19e Assemblée dans la circonscription de Kam Lake; elle assume les fonctions de ministre de l’Éducation, de la Culture et de la Formation et de ministre de l’Industrie, du Tourisme et de l’Investissement depuis 2023, après avoir été élue par acclamation à la 20e Assemblée législative.

En plus d’avoir possédé et exploité une entreprise dans le Nord pendant plus de 20 ans, la ministre Cleveland a occupé divers rôles en communication et en politique dans les secteurs public et privé avant de se lancer en politique.

De 2019 à 2023, elle a présidé le Comité permanent des affaires sociales, réalisant ainsi son objectif de participer aux discussions et aux décisions concernant les programmes sociaux des Territoires du Nord-Ouest. Accomplissant un travail remarquable au sein du Comité, elle a notamment guidé le rigoureux examen des recommandations sur le logement aux TNO et des contributions qui y ont été apportées, et a participé aux efforts liés à la prévention du suicide, à l’amélioration de la prise en charge des enfants placés et au soutien des familles.

Dans le cadre de ses portefeuilles, la ministre Cleveland s’efforce d’aider les enfants à devenir des Ténois épanouis qui savent saisir les occasions qui s’offrent à eux et bâtissent des carrières fructueuses, contribuant à une économie en pleine croissance. Elle préconise la mise en place de nouvelles approches en matière de diversification sectorielle et d’innovation, et veille à ce que le Nord accueille à la fois des travailleurs étrangers qualifiés et attire des investissements dans les ressources en minéraux critiques du territoire. Elle est sans relâche en quête de solutions pour un accès efficace et équitable aux programmes et aux services, œuvrant pour une vision commune des TNO où l’on aide les résidents à vivre, travailler et s’épanouir à leur guise. 

La ministre Cleveland réside avec son mari et leurs trois enfants à Yellowknife, où elle vit depuis toujours.

Yeah, thank you very much for that. And I guess the department, I suppose, has heard that there's definitely support for growth in this area from this side of the House, and I just want to and I value what Mr. Jenkins just said about the AEA program as well but just want to also reiterate, and support the words of my colleague from Hay River South, about investment in Arctic Energy Alliance as well and increasing that line item so that we can see some more funding to innovative energy supports in the territory. Thank you very much, Madam Chair. My next question is in regards to continuing a conversation about electric vehicle pilot project successes that we heard about earlier today. I'm wondering if there is a plan from the GNWT to build electric vehicle charging stations throughout the Northwest Territories?

Our neighbour to the west, the Yukon, currently has 11 charging stations available to residents and an additional five planned for 2022. And so I'm wondering if we can hear about the plans for the Northwest Territories. Thank you.

Thank you very much, Madam Chair. While I know that this is not NWT Housing Corp's day, this is something that definitely has an impact on childcare in communities. Does the Minister of ECE know when this work will be complete?

Thank you very much, Madam Chair. I'm going to move on to the next page, to page 241, which has Deh Cho Bridge opportunities at $200,000. And it's described as a grant for the purpose of creating community benefits and economic opportunities related to the Deh Cho Bridge. And so I'm wondering if the Minister can speak to what that 200,000 affords the people of the Northwest Territories? Thank you.

Mr. Speaker, my next question is in regards to support for municipalities. One of the things that we hear over and over again is that we have to decide where we're going to put our money as a government and that we have a very specific amount of money for new initiatives. The problem with that is that this is an invoice to the government from municipalities. This is money that we owe based on our own formula that currently exists. So this isn't new...

Thank you very much, Madam Chair. I just wanted to I have one last question just on page 383 at the bottom there is utilities, and I note that the actuals for 20202021 were at 398 and that the main estimates for 20222023 come back down to the standard we see every year of 232. And I'm just wondering if the Minister can confirm why the jump in utilities and why that's expected to come back down to the main estimate number. Thank you.

Thank you very much, Madam Chair. And I understand that president Young has, you know, only recently come in to the Housing Corporation. So I know that she has adopted a lot of the work that was already being done, but I just wanted to point out or ask of the Minister that it is the expectation that this is an allofgovernment approach and that the strategy will include participation of other departments. So can you Minister confirm that other departments participated on this and that it is an allofgovernment approach? Thank you.
