Kieron Testart a été élu député de la circonscription de Range Lake à la 20e Assemblée législative des Territoires du Nord-Ouest. 

Kieron Testart est né le 22 mars 1985 à Victoria, en Colombie-Britannique, au Canada. Il a grandi aux Territoires du Nord-Ouest, résidant d’abord à Tuktoyaktuk puis à Yellowknife, où il vit aujourd’hui avec sa famille. Son parcours diversifié et la richesse de ses expériences ont façonné son engagement envers le développement de la collectivité et une gouvernance efficace. 

Kieron Testart a été élu député de Kam Lake lors de la 18e législature; lors de son mandat, il a su prouver sa grande compréhension des problèmes auxquels sont confrontés ses électeurs. Au-delà de ses fonctions législatives, M. Testart a contribué de manière significative au développement économique de la région, à titre de directeur du développement économique de la Première Nation des Dénés Yellowknives de 2021 à 2023. Son rôle de coordonnateur de programme pour Canadian Parents for French de 2020 à 2021 témoigne de son engagement envers l’éducation et la défense de la langue. 

Il a en outre contribué à l’analyse des politiques au sein du gouvernement des Territoires du Nord-Ouest et a été shérif adjoint de 2009 à 2014. Le parcours académique de Kieron Testart l’a amené à décrocher un baccalauréat en sciences politiques de l’Université de Lethbridge (2004-2009) et un certificat en gouvernance parlementaire de l’Université McGill (2017). 

Marié à Colleen, il est l’heureux père de Corbin, Eve et Leander. Dans sa vie privée, Kieron Testart voue notamment une profonde passion à la Formule 1 et au sport automobile et s’adonne à divers passe-temps. Il aime le cinéma et le théâtre, s’intéresse à l’activisme local, et suit de très près les affaires internationales. L’engagement de M. Testart envers la collectivité va au-delà du domaine politique. Bénévole dévoué, il s’implique activement dans diverses causes : il siège notamment au conseil d’administration de l’Association libérale fédérale des TNO depuis 2011, contribuant ainsi aux activités du Parti libéral du Canada. Il a par ailleurs occupé un poste au sein du conseil d’administration du chapitre ténois de Canadian Parents for French de 2014 à 2020 et a été mentor de jeunes au sein de Grands Frères Grandes Sœurs du Canada en 2014-2015.

I think it would be clearer if the government created an apples-to-apples comparison of what someone is making in one year under the previous collective agreement to what someone is making in a given year under the GNWT's proposal. Can the Minister commit to creating a document like that, which provides a straight apples-to-apples comparison year-to-year of what an employee would currently make versus what one would make under the offer? Can the Minister commit to producing that?

Thank you, Mr. Speaker. Mr. Speaker, I believe it's important that this government provide clear information to the public so they can make informed decisions. There is a document on the Department of Finance's website called "Questions & Answers: GNWT Position on Pay Increases." A number of my constituents looked over this information and had some concerns that I would like the Minister to respond to today.

In one of the examples, for a classroom assistant, starting pay in 2015-2016 on this graph shows $60,762, increasing to $72,131 in 2020-2021. Now, the department then claims this is a total...

Thank you, Mr. Speaker. Mr. Speaker, I am excited to be back in this House. The work we do here is an opportunity to lay a strong foundation for the future of our territory and the people who have elected us. We have the chance to address the issues which affect our shared futures. We have the opportunity to get it right and to chart a clear path toward a healthy and prosperous future for all the peoples we represent. Mr. Speaker, there are very serious concerns that compel us to make sure we get it right.

Has the Minister's department reached out to all of these trappers who were delayed in getting paid? Has the Minister's department reached out and let them know what the issues are and can reassure them personally that the problem will not happen again?

Thank you, Mr. Speaker. Mr. Speaker, one of my constituents is a trapper who benefits from the ENR's Prime Fur Bonus program, and over the last season he had substantial delays in receiving his payment, thousands of dollars held up for inexplicable reasons. I brought this concern to the Minister of ENR and it has since been resolved, but I am wondering if he can speak publicly to the issue which is affecting the prompt payment of trappers who rely on this extra income. I agree with the Minister. It's a great program, but it's really important that we pay our trappers on time, and I know that with my constituent in particular there was a new financial system that was put in place that was the subject of these delays, and I know at the time that I inquired with this they were still, the department was still, working out the kinks. I don't want a Phoenix pay system in the NWT sort of problem, and I do not think any of our trappers do, either, so can the Minister assure this House that this new financial system is working as intended and after this season there...

Mr. Speaker, it has been nearly 100 years since the end of the First World War. Around the world, it is known as Armistice Day, Memorial Day, National Independence Day in Poland, and in the Commonwealth as Remembrance Day.

November 11th is the day for us to solemnly reflect upon the sacrifices made by those who preceded us, making a decision that many of us will hopefully never have to. Mr. Chair, I move that Bill 20 be amended by deleting subclause 15(1) and substituting the following:

15.(1) The mandate of the Ombud is to investigate any decision, recommendation made, or any act done or omitted, by an authority or by any officer, employee, or member of an authority, in the exercise of any power or duty conferred on that person or body by any enactment, that

(a) relates to a matter of administration or the implementation of a policy; and

(b) aggrieves or may aggrieve any person or body of persons in the person's or its personal capacity.
