Kieron Testart a été élu député de la circonscription de Range Lake à la 20e Assemblée législative des Territoires du Nord-Ouest. 

Kieron Testart est né le 22 mars 1985 à Victoria, en Colombie-Britannique, au Canada. Il a grandi aux Territoires du Nord-Ouest, résidant d’abord à Tuktoyaktuk puis à Yellowknife, où il vit aujourd’hui avec sa famille. Son parcours diversifié et la richesse de ses expériences ont façonné son engagement envers le développement de la collectivité et une gouvernance efficace. 

Kieron Testart a été élu député de Kam Lake lors de la 18e législature; lors de son mandat, il a su prouver sa grande compréhension des problèmes auxquels sont confrontés ses électeurs. Au-delà de ses fonctions législatives, M. Testart a contribué de manière significative au développement économique de la région, à titre de directeur du développement économique de la Première Nation des Dénés Yellowknives de 2021 à 2023. Son rôle de coordonnateur de programme pour Canadian Parents for French de 2020 à 2021 témoigne de son engagement envers l’éducation et la défense de la langue. 

Il a en outre contribué à l’analyse des politiques au sein du gouvernement des Territoires du Nord-Ouest et a été shérif adjoint de 2009 à 2014. Le parcours académique de Kieron Testart l’a amené à décrocher un baccalauréat en sciences politiques de l’Université de Lethbridge (2004-2009) et un certificat en gouvernance parlementaire de l’Université McGill (2017). 

Marié à Colleen, il est l’heureux père de Corbin, Eve et Leander. Dans sa vie privée, Kieron Testart voue notamment une profonde passion à la Formule 1 et au sport automobile et s’adonne à divers passe-temps. Il aime le cinéma et le théâtre, s’intéresse à l’activisme local, et suit de très près les affaires internationales. L’engagement de M. Testart envers la collectivité va au-delà du domaine politique. Bénévole dévoué, il s’implique activement dans diverses causes : il siège notamment au conseil d’administration de l’Association libérale fédérale des TNO depuis 2011, contribuant ainsi aux activités du Parti libéral du Canada. Il a par ailleurs occupé un poste au sein du conseil d’administration du chapitre ténois de Canadian Parents for French de 2014 à 2020 et a été mentor de jeunes au sein de Grands Frères Grandes Sœurs du Canada en 2014-2015.

I would like to thank the Minister for providing those details and showing that the government has done quite a bit of work on this. That’s appreciated. I trust that the government will continue to work with the committee moving forward. This is an issue that is very important and on the minds of many Northerners. I think there is a lot of concern on the part of our communities, and we need to do the best job we can at making people understand what options are available to them and what choices they can now take with it comes to end-of-life care. Thank you, Mr. Speaker. Mr. Speaker, Northerners deserve nothing less than the best possible healthcare during their lives that our government can provide. The same is true for end-of-life care. It should be no surprise to any Member of this House that the Supreme Court of Canada ruling on physician-assisted dying places new requirements on governments across Canada. With this rapidly approaching deadline of June 6, 2016, the Government of Canada is obligated to pass legislation permitting physician-assisted dying. Our government must now plan to regulate this process.

Thank you, Mr. Chair. In times of economic downturn and fiscal restraint, it's important to show leadership and I welcome this amendment to the Legislative Assembly and Executive Council Act that does exactly that. It puts MLAs in a position where we can show our commitment to the public service we provide and to clearly lead on the front of accepting a reduction in our own salaries so we can get to work and find those cost savings that our government now requires to provide the things we were elected on and the same standard of government services that people have relied on. Thank you, Mr. Chair. This is more a question or comment on process, but my understanding is that, notwithstanding the excellent exchange of questions between the Minister and the Member for Frame Lake, special warrants are not something that this House need approve. They are already at the discretion of the Financial Management Board or Executive Council. I’m just wondering if there is any further requirement to address this by this committee.

Thank you, Mr. Chair. I do understand that the transfer was made and it's just continuing through with the traditional economy activities. I'm just wondering why that decision was made from a structural viewpoint, why ITI's no longer responsible for the traditional economy activities and why that's moved over to ENR and further to that, what the benefit of that to government operations is in moving the transfer of traditional economy from ITI, which is responsible for most of our economic programs, over to ENR. Yesterday, this House adopted the mandate of the Northwest Territories for 2016 to 2019. In that, there is a commitment that we will develop a strategy to close the gap in funding levels to meet municipal core needs. The Minister just alluded to that. Can we have some timelines on when that strategy will be prepared for consideration by the government or this House?
