Debates of , 18th Assembly, 2nd Session (day 51)

Thank you, Mr. Speaker. I would like to talk about the current energy strategy and climate change strategy coming onstream for a 10year plan here in 2017 developments.

Now that the gas is turned off in Norman Wells, we must seek alternative energy options for supply to the residents, commercial customers, and the community. Both Tulita and Norman Wells have potential for alternative energy sources.

Colville Lake has taken the lead with their solar panel project, which is proving to be quite a vital operation and is a prime example that there are alternatives and initiatives out there, funded...

Debates of , 18th Assembly, 2nd Session (day 51)

This one is more of a comment. I am glad to see the anti-poverty fund continue. I think there is a real value in a collective approach in the opinions suggested from these anti-poverty conferences. Looking at the various community-based programs such as your Community Wellness Initiative Fund, for example, On-the-Land Healing Fund, those are programs that, now that we have clarification on your authority funding, to deliver these various programs, I am glad to see that. Thank you.

Debates of , 18th Assembly, 2nd Session (day 51)

Thank you, Mr. Chair. I look forward to going through this department here knowing the fact that one of our buildings is going to be coming on-stream for this fiscal year, the Regional Health Centre in Norman Wells. I look forward to a budget and transitional accounting that's in the book to ensure that there's allowances there for the coverage of unforeseen costs or preparatory costs for when the building opens up and then we kind of know and have a good understanding that there is funding for O and M and unforeseen potential costs prior to the building opening up for services, including the...

Debates of , 18th Assembly, 2nd Session (day 50)

Thank you, Mr. Speaker. This morning we lost a respected elder from the Sahtu community in Tulita, and on behalf of the Sahtu region we want to send all the family our thoughts and prayers. Boniface Ayha, also known as just Bonni, was a wellknown elder who loved his home community of Tulita; however, he was born and raised in Deline. Bonni loved to laugh and share many Shutagotine stories with our youths. Bonni also served this government for over 24 years and especially enjoyed his time with his family out on the land.

Mr. Speaker, Boniface Ayha leaves behind his wife, Margery, and five boys...

Debates of , 18th Assembly, 2nd Session (day 50)

Thank you, Mr. Speaker. Last week the Minister of Finance presented the 2017-18 GNWT budget. Welcome to the land of lost dreams and lost per diems. It's not what I would describe this submission. Mr. Speaker, compliance with the Fiscal Responsibility Policy by maintaining an AA1 credit rating through prudent sound financial management are fundamental principles of forecasting the best suitable O and M program and modest debt realization plan for the people of the Northwest Territories.

Mr. Speaker, our legislative directives must echo practical and physical attentive management. The pending...

Debates of , 18th Assembly, 2nd Session (day 49)

I now call the Committee of the Whole to order. What are the wishes of the Committee? Mr. Beaulieu?

Debates of , 18th Assembly, 2nd Session (day 49)

With respect to local design, as mentioned, will the Minister commit to working with the Sahtu, the stakeholders, and the Regional Wellness Council, the administration, and leadership in general to hold a strategic conference on updating the strategic plan that was done on 2014 and expired in 2016?

Debates of , 18th Assembly, 2nd Session (day 49)

Thank you, Mr. Speaker. My question today is to the Minister of Health and Social Services following up on my Member's statement. Can the Minister of Health give us an update on the new system that took place effective August 1st on the Territorial and Regional Wellness Councils which came in effect last summer? Thank you, Mr. Speaker.

Debates of , 18th Assembly, 2nd Session (day 49)

Thank you, Mr. Speaker. I welcome that scheduled consultation dialogue back and forth so we can have a clear understanding what the move-forward procedures are and the targets. My final question to the Minister is: can the Minister's office provide us with the schedule so we can have that prior to scheduling a meeting with his office, and that's between my office and his, to discuss next-step procedures? Thank you, Mr. Speaker.

Debates of , 18th Assembly, 2nd Session (day 49)

I welcome that response from the Minister. Since they're established, Mr. Speaker, what are the changes that were given to date since the operation took effect?
