M. Morse a été élu député de la circonscription de Frame Lake à la 20e Assemblée législative des Territoires du Nord-Ouest. 

Julian Morse a grandi à Yellowknife et est diplômé de l’École secondaire Sir John Franklin. Il a étudié les sciences politiques et l’économie au premier cycle universitaire et possède un diplôme en technologie de l’environnement et ressources naturelles du Collège Aurora et une maîtrise en analyse et gestion des conflits de l’Université Royal Roads. 

M. Morse possède une expérience professionnelle diversifiée, dont dix ans dans le domaine de la réglementation aux TNO. Il a travaillé comme technicien spécialiste de l’environnement, analyste des politiques, directeur général d’une ONG et adjoint de circonscription à l’Assemblée législative. Au fil des ans, il a également exercé divers métiers et occupé divers postes de main-d’œuvre, dont une saison au sein de l’équipe de construction du château de neige du Snowking. Il est titulaire d’un permis de conduire d’embarcations commerciales et il travaille l’été comme conducteur de zodiac et surveillant d’ours polaires pour une compagnie d’expédition en bateau. 

Ses deux mandats en tant que conseiller municipal de Yellowknife, de 2015 à 2022, et ses fonctions au conseil d’administration de l’Office d’habitation de Yellowknife de 2021 à 2023 témoignent de son dévouement pour le service public. 

Pendant ses temps libres, M. Morse s’adonne à diverses activités de plein air et a beaucoup exploré le Grand lac des Esclaves à bord de son voilier. Passionné de chasse, il a participé à des expéditions de chasse à l’orignal, au caribou et au bœuf musqué dans différentes régions des Territoires du Nord-Ouest. Avant sa carrière politique, il a siégé aux conseils d’administration de Folk on the Rocks et du Somba K’e Paddling Club. Dans sa vie privée, M. Morse partage sa vie avec sa petite amie Rhiana et leurs animaux de compagnie, Beatrix, le chien, et Loki, le chat.

Thank you, Mr. Chair. The next thing I wanted to chat about is just the contributions part, advancing the knowledge economy. So they've got a hundred thousand set for that this year. I note that they've cut it a little bit from the past. And can the Minister kind of describe what the department -- the department's understanding of what advancing knowledge economy means and particularly how it relates to, you know -- yeah, just that comment alone. Thank you.

Thank you, Mr. Chair. Mr. Chair, on this one I just note that, you know, there's been pretty significant cost overruns on this project, and now here MLAs are being asked to free up another appropriation for it. And I can't help but feel a bit, you know, like, we're kind of beholden to this. We don't really have much of a choice but to deal with it. But to get to the question, you know, does the department have some lessons learned and some changes to the way contracting is managed to prevent cost overruns of this kind of magnitude from happening again? I'd be curious to hear from the Minister...

So the Western Arctic Research Centre warehouse replacement, I know that this one was one that Aurora College spent a significant amount of money on as part of the transition funding that they received. I'm just wondering if the Minister or her staff can give any clarification on how this Western Arctic Research Centre warehouse relates to transition to the university. Thank you.

Thank you, Mr. Speaker. Mr. Speaker, I'm very happy to stand in support of this one. I appreciate the Member for Yellowknife Centre bringing it forward. Certainly as a former city councillor, the municipal funding gap is one that's near and dear to my heart. I appreciate the Member taking the time to consider input of various Members, including myself, and just would like to speak to the practicality of this motion, talking about balancing the discrepancy between communities regarding the percentage of formula funding they receive. I think these are things that MACA's been working with NWTAC...

So now speaking to the particularly the socio-economic and the program that the deputy minister just mentioned, can she kind of describe what the department is doing to maximize benefits to Northerners from that project in particular and remediation in general.

My question on this one, I believe that this division -- well, I guess the first question just to make sure I'm getting -- I'm in the right spot here, but this division deals with remediation employment opportunities and mining employment opportunities in the NWT, is that correct?
