M. Morse a été élu député de la circonscription de Frame Lake à la 20e Assemblée législative des Territoires du Nord-Ouest. 

Julian Morse a grandi à Yellowknife et est diplômé de l’École secondaire Sir John Franklin. Il a étudié les sciences politiques et l’économie au premier cycle universitaire et possède un diplôme en technologie de l’environnement et ressources naturelles du Collège Aurora et une maîtrise en analyse et gestion des conflits de l’Université Royal Roads. 

M. Morse possède une expérience professionnelle diversifiée, dont dix ans dans le domaine de la réglementation aux TNO. Il a travaillé comme technicien spécialiste de l’environnement, analyste des politiques, directeur général d’une ONG et adjoint de circonscription à l’Assemblée législative. Au fil des ans, il a également exercé divers métiers et occupé divers postes de main-d’œuvre, dont une saison au sein de l’équipe de construction du château de neige du Snowking. Il est titulaire d’un permis de conduire d’embarcations commerciales et il travaille l’été comme conducteur de zodiac et surveillant d’ours polaires pour une compagnie d’expédition en bateau. 

Ses deux mandats en tant que conseiller municipal de Yellowknife, de 2015 à 2022, et ses fonctions au conseil d’administration de l’Office d’habitation de Yellowknife de 2021 à 2023 témoignent de son dévouement pour le service public. 

Pendant ses temps libres, M. Morse s’adonne à diverses activités de plein air et a beaucoup exploré le Grand lac des Esclaves à bord de son voilier. Passionné de chasse, il a participé à des expéditions de chasse à l’orignal, au caribou et au bœuf musqué dans différentes régions des Territoires du Nord-Ouest. Avant sa carrière politique, il a siégé aux conseils d’administration de Folk on the Rocks et du Somba K’e Paddling Club. Dans sa vie privée, M. Morse partage sa vie avec sa petite amie Rhiana et leurs animaux de compagnie, Beatrix, le chien, et Loki, le chat.

Thank you, Mr. Chair. That's it for questions for me, and I'll just kind of reiterate that I'd like to see, you know, the department of MACA working to -- and Cabinet certainly working to stabilize this fund over time so that we're not stuck coming for supplementary estimates. And I think, you know, we need to figure out how to fund sport to ensure that, yeah, activity is going on in communities. I think a lot of the community programming is really important, and I just want to emphasize that. So I'll leave my comments at that for now. Thank you, Mr. Chair.

Thank you, Mr. Speaker. Mr. Speaker, a constituent reached out to me recently to share their concern and disappointment at the lack of midwifery services in Yellowknife. She found out she was pregnant at the end of January and contacted me to share her experience so far. What should be an exciting time for her has been overshadowed by concern and anxiety given the state of health care in the capital. The first question is the funding to transitional housing and shelter services in Yellowknife, does this represent a one-time grant to organizations to continue these services, or -- yeah, that's my first question. Thank you, Mr. Chair. The next question is just the capacity building in NGOs. I know this is something the Premier has spoken about previously, and this is work that was planned. So for that reason, the fact that it was planned, I'm just curious why this came in as a supp; it wasn't simply budgeted for.

Thank you, Mr. Speaker. Mr. Speaker, similarly to the previous speaker, I am in favour of the principle of the bill today.

Mr. Speaker, my primary reason for that today is that I think that we are having a very important conversation, and I would like to see that conversation move forward into committee where we can have a fulsome discussion about this issue, about the various issues around why this bill has come forward, and hear from all parties on it in a public manner through a fulsome committee process. Thank you very much, Mr. Chair. Mr. Chair, Bill 18: An Act to Amend the Partnership and Business Names Act, received second reading in the Legislative Assembly on February 10th, 2025, and was referred to the Standing Committee on Government Operations for review. On April 22nd, 2025, a very busy day for committee, the standing committee held a public hearing with the Minister of Justice and completed its clause-by-clause review of the bill.
