M. Morse a été élu député de la circonscription de Frame Lake à la 20e Assemblée législative des Territoires du Nord-Ouest. 

Julian Morse a grandi à Yellowknife et est diplômé de l’École secondaire Sir John Franklin. Il a étudié les sciences politiques et l’économie au premier cycle universitaire et possède un diplôme en technologie de l’environnement et ressources naturelles du Collège Aurora et une maîtrise en analyse et gestion des conflits de l’Université Royal Roads. 

M. Morse possède une expérience professionnelle diversifiée, dont dix ans dans le domaine de la réglementation aux TNO. Il a travaillé comme technicien spécialiste de l’environnement, analyste des politiques, directeur général d’une ONG et adjoint de circonscription à l’Assemblée législative. Au fil des ans, il a également exercé divers métiers et occupé divers postes de main-d’œuvre, dont une saison au sein de l’équipe de construction du château de neige du Snowking. Il est titulaire d’un permis de conduire d’embarcations commerciales et il travaille l’été comme conducteur de zodiac et surveillant d’ours polaires pour une compagnie d’expédition en bateau. 

Ses deux mandats en tant que conseiller municipal de Yellowknife, de 2015 à 2022, et ses fonctions au conseil d’administration de l’Office d’habitation de Yellowknife de 2021 à 2023 témoignent de son dévouement pour le service public. 

Pendant ses temps libres, M. Morse s’adonne à diverses activités de plein air et a beaucoup exploré le Grand lac des Esclaves à bord de son voilier. Passionné de chasse, il a participé à des expéditions de chasse à l’orignal, au caribou et au bœuf musqué dans différentes régions des Territoires du Nord-Ouest. Avant sa carrière politique, il a siégé aux conseils d’administration de Folk on the Rocks et du Somba K’e Paddling Club. Dans sa vie privée, M. Morse partage sa vie avec sa petite amie Rhiana et leurs animaux de compagnie, Beatrix, le chien, et Loki, le chat.

Thank you, Mr. Speaker. I hope that this is simply a clarification of the second question as opposed to my third. But I simply say that the Minister said that -- something along the lines of counsellors under one of their programs -- I can't exactly remember which one off the fly -- but should register with a regulatory body. I was trying to determine if that is a requirement or simply a suggestion. Thank you.

Bill 18 received second reading in the Legislative Assembly on February 10th, 2025 and was referred to the Standing Committee on Government Operations for review. The standing committee completed its clause-by-clause review of the bill with the Minister of Justice on April 22nd, 2025.

Thank you, and I appreciate your indulgence, Mr. Speaker. So, Mr. Speaker, I think the Minister has highlighted exactly the problem that I'm trying to raise today, and that is that we do not have a regulated counsellor and psychotherapist under the Health and Social Services Professions Act. Will the Minister commit to investigating the potential for regulation of counsellors and psychotherapists and report back to the Assembly? Thank you, Mr. Speaker.

Thank you, Mr. Speaker. Mr. Speaker, in the NWT, a number of health care professions are regulated under the Health and Social Services Professions Act. Psychologists were regulated under this act in 2022 for example. Meanwhile, counselling and psychotherapy are not yet a regulated profession in the NWT, and I have been approached by practitioners with concerns about the lack of a regulatory body to these professions here.

Anyone in the NWT can currently offer counselling or psychotherapy services without any formal education or training as long as they are not claiming to be a psychologist or...

I spoke quite extensively to my concerns about issues in the healthcare system and ways that we can go about solving them, and one of the key things that I shared at that time was listening to healthcare workers, listening to our frontline workers.
