Shauna Morgan a été élue députée de la circonscription de Yellowknife Nord à la 20e Assemblée législative des Territoires du Nord-Ouest. Mme Morgan est née et a grandi à Barrie, en Ontario. Elle habite maintenant depuis 15 ans à Yellowknife, où elle mène une vie dynamique, créative et éclectique dans la Vieille ville, au bord du Grand lac des Esclaves. Son engagement à l’égard de la fonction publique transparaît dans les deux mandats consécutifs qu’elle a effectués au sein du conseil municipal de Yellowknife, de 2015 à 2022. Elle y a occupé plusieurs postes essentiels, dont ceux de mairesse adjointe, de présidente du Comité de planification énergétique communautaire, et de présidente du Comité consultatif communautaire de Yellowknife sur l’itinérance. Titulaire d’un baccalauréat avec distinction en développement international et d’une maîtrise en affaires internationales, Mme Morgan s’est spécialisée dans le développement économique et politique des collectivités isolées ou autochtones à travers le monde. Elle a ainsi collaboré avec une association pacifique transculturelle locale aux Philippines de 2002 à 2003. Les travaux de recherche entrepris dans le cadre de sa maîtrise l’ont amenée à se plonger dans le monde des négociations entre les entreprises d’exploitation minière et les Premières Nations du Canada, et à se concentrer sur l’accès aux terres lors des tout premiers stades de ce type d’exploration. Au cours de ses 15 années à Yellowknife, Mme Morgan n’a cessé de prioriser le travail communautaire. Elle a également travaillé avec des cabinets de conseil privés et un groupe de réflexion sans but lucratif axé sur les énergies propres à titre de personne-ressource auprès des gouvernements et des collectivités autochtones des TNO. Ses contributions sont nombreuses : elle a participé à la planification de projets d’énergie renouvelable et d’initiatives favorisant le logement, elle a aidé à la mise en place de programmes transculturels de recherche et de surveillance environnementales, et elle a démêlé les complexités de plusieurs grands projets d’extraction des ressources naturelles. Mme Morgan a tiré parti de sa panoplie de compétences pour diversifier son horizon professionnel : alors qu’elle siégeait au conseil municipal, elle a tenu son propre studio de piano, a été éducatrice en milieu naturel auprès de Bushkids NWT, et a été membre à temps plein – pendant plusieurs années –des équipes de construction du château de glace et de sculpture sur neige. Elle a également travaillé dans le cadre de contrats de facilitation et de consultation. Active dans la communauté artistique, Mme Morgan accompagne au piano la chorale pour adultes Aurora Chorealis de Yellowknife ainsi que la chorale pour enfants Fireweed. Après avoir siégé au conseil d’administration de la Women’s Society de Yellowknife et avoir prêté main forte chaque semaine à la banque alimentaire Food Rescue, elle donne aujourd’hui de son temps au club de ski et aux services aux victimes de Yellowknife. L’esprit d’aventure de Mme Morgan témoigne de l’amour qu’elle porte aux terres du Nord : elle s’adonne à une foule d’activités en plein air, quelle que soit la saison, qu’il s’agisse du canot en eaux vives ou en eaux calmes, ou de la randonnée dans le parc national du Canada Auyuittuq ou le long du sentier Canol. Elle se passionne également pour le cyclotourisme, le vélo de montagne, le ski de fond et la chasse à l’orignal et au canard, qu’elle pratique en couple.

And I do think the public administrator has his work cut out for him in terms of sorting through the budgets if there's a lot of -- I'm sure there's way more things in there but, you know, that have certainly been done but unfunded, and there's sort of money shifting around. Without even changing service levels or what we're doing, there's already lots of shifting around of numbers in these budgets.

I think there is opportunity to save a lot of costs in that area by allowing more flexibility and allowing people to just sort of do it themselves, not just the cost of flight which might -- people might be able to find a better deal but, you know, when the system is so bogged down and people find out, like, less than 24 hours ahead of time that they're going to travel, and you inevitably end up having people miss flights and miss appointments, and then there's even more costs piled on top of -- for having to rebook. Yeah, thanks for that. I mean, I guess what I was getting at was are we expecting to save money at the end of the day by sorting out some of the roles and responsibilities? Are we expecting to have more effective responses, for example, to outbreaks of certain contagious infections or diseases and can we set some indicators that can show that we will have improvements in, like, how quickly we can contain, you know, contagious outbreaks of something or other, or get test kits to communities, or are we going to be saving money? Are any of those things included in the indicators of monitoring...

That is great to hear that we are better supporting facilities or on-the-land programs closer to home that we can offer to people instead of having to go away for facility-based addictions treatment. I know for some people that might be the best thing, but for others it might not be.

I would love if we could sort of monitor this over time given that one of the priorities of the Assembly is addressing the effects of trauma and addressing addictions in better ways. So I know that it's -- a lot of these programs are offered by partners...

We've heard that part of the business plans and priorities in this area is reviewing medical travel. First, is that part of the work under this area, administrative and support services, or should I leave questions about the medical travel review until we're actually looking at line items, say, within the health authority around medical travel? Can I just confirm that I can ask questions about the review process with this page that we're reviewing now?

Okay, thank you for that clarification. My next question is a bit broad. But I'm wondering if the work of the public administrator to review, you know, health care, you know, funding, and to try to figure out how we can right fund the health system, does that include examination of HSS work? I know that the public administrator has a mandate to oversee the health authority, the NTHSSA, but can they also look at -- obviously the health authority interacts with the department. And is there any authority there to make recommendations to the department on what could be done differently or more...

And it's my understanding that -- well, that -- I mean, the remediation work is done and the GNWT, in fact, had to pay for all of the renovations to get the building ready so I'm not sure what they're continuing to offer. But is the department investigating the potential and the possible risks and benefits of breaking that 30-year lease agreement with Ventura for the Legacy Hospital Building? Thank you, Mr. Speaker.

So given that the whole point of leasing the Legacy Hospital Building to Ventura was to transfer risk to Ventura, has the government been able to recover any of the costs related to the plumbing problems that were encountered just as the building was supposed to open last year? Does the GNWT hold any other commercial leases where we actually own the building and we've leased it to someone and then subleased it back from them?
